Forest Service, Prescott National Forest boundary downstream.\u00a0 Approximately 1.5 miles of Granite Creek upstream from its confluence at the Verde River is within the Wildlife Area.\u00a0 Within the Verde River section are some State Trust Lands (1056 ac.) under a Special Land Use Permit held by the Arizona Game and Fish Department.\u00a0<\/span><\/span><\/p>\n<p class=\"MsoNormal\"><span class=\"body1\"><span style=\"font-size: 10pt;\">The Upper Verde River Property includes the associated riparian area, floodplains, cliffs, and adjacent uplands.\u00a0 The diverse topography is dissected, ranging in elevation from 4,200 to 4,600 feet.\u00a0 The width of the river channel and floodplain varies from &lt; 0.1 to &gt; 0.5 mile within the IBA.\u00a0 Prominent cliffs rise 100-300 feet above the river in some segments. <\/span><\/span><\/p>\n<div id=\"attachment_2139\" style=\"width: 300px\" class=\"wp-caption alignright\"><a href=\"http:\/\/aziba.org\/wp-content\/uploads\/2012\/01\/Juniper-Titmouse-by-J.-N.-Stuart_Flikr_ok-to-use.jpg\"><img aria-describedby=\"caption-attachment-2139\" decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-2139 \" src=\"http:\/\/aziba.org\/wp-content\/uploads\/2012\/01\/Juniper-Titmouse-by-J.-N.-Stuart_Flikr_ok-to-use-300x199.jpg\" alt=\"Juniper Titmouse by J. Stuart<\/p><\/div>\n<p class=\"MsoNormal\"><span class=\"body1\"><span style=\"font-size: 10pt;\">Riparian vegetation is characterized as mixed broadleaf deciduous, dominated by Arizona ash (<em>Fraxinus velutina<\/em>), boxelder (<em>Acer negundo<\/em>), Arizona walnut (<em>Juglans major<\/em>) and netleaf hackberry (<em>Celtis reticulata<\/em>). Tamarisk (<em>Tamarisk pentandra<\/em>) is occasionally interspersed with native tree species.\u00a0 Gooddings willow (<em>Salix gooddingii<\/em>), red willow (<em>Salix laevigata<\/em>) and Fremont cottonwood (<em>Populus fremontii<\/em>) are also present.\u00a0 Low floodplain terraces are dominated by large stands of desert willow (<em>Chilopsis linearis<\/em>), while highest terraces are vegetated with velvet mesquite (<em>Prosopis velutina<\/em>).\u00a0 Varying from the above, the lower Granite Creek supports a well-developed narrowleaf cottonwood (<em>Populus acuminata<\/em>) riparian forest.<\/span><\/span><\/p>\n<p class=\"MsoNormal\"><strong><span class=\"bodylabel1\"><span style=\"font-size: 10pt;\">Public Use Opportunities and Resource Management Emphasis<\/span><\/span><\/strong><\/p>\n<p class=\"MsoNormal\"><span class=\"body1\"><span style=\"font-size: 10pt;\">The primary management emphasis for the Upper Verde River property is to manage riparian habitat and maintain native fish diversity.\u00a0 Secondary management emphases are environmental education and compatible wildlife oriented recreation. <\/span><\/span><\/p>\n<p class=\"MsoNormal\"><span class=\"body1\"><span style=\"font-size: 10pt;\">Native fish populations in the upper Verde River, inclusive of the Wildlife Area, are among the most diverse in Arizona.\u00a0 Because native fish diversity and abundance are valuable indicators of biotic integrity, a management focus is to monitor, manage, and maintain the extant native fish populations.<\/span><\/span><\/p>\n<p><strong><a href=\"https:\/\/aziba.org\/wp-content\/uploads\/2025\/04\/MiniPlan_IBA_UpperVerdeStateWildllifeArea_032025-1.pdf\">Mini Conservation Plan<\/a><\/strong><\/p>\n<p><a href=\"https:\/\/awcs.azgfd.com\/conservation-opportunity-areas\/terrestrial\/upper-verde-river\">Upper Verde River | Arizona Wildlife Conservation Strategy<\/a><\/p>\n<p><strong>For an interactive map and habitat and land ownership analysis of this IBA visit the <\/strong><a href=\"https:\/\/gis.audubon.org\/portal\/apps\/sites\/?_gl=1*1upxztw*_gcl_au*NzQ5NDI1ODA0LjE3NTY0MDY2MTIuNjkyODcyMDQ4LjE3NjA3Mjc3NzIuMTc2MDcyNzc4Mg..*_ga*MTMxMjI2MTI1My4xNzQ4NTQ2MTcw*_ga_X2XNL2MWTT*czE3NjE2OTM4ODgkbzE4JGcxJHQxNzYxNjk0MTgzJGo5JGwwJGgw#\/nas-hub-site\"><strong>National Audubon IBA Map<\/strong><\/a> <strong>and select \u201cArizona&#8221; font-family: 'Verdana','sans-serif';\"><span style=\"text-decoration: underline;\"><strong>Ornithological Summary<\/strong><\/span>: South of the Colorado River, the Verde River represents the most significant perennial waterway in the northern 1\/3 of the state.\u00a0 Aside from supporting rare or priority riparian breeding species, it serves as an important stopover and\/or wintering grounds for a host of migratory birds.\u00a0 The Upper Verde River Wildlife Area (the IBA) contains the headwaters of the Verde River.\u00a0 It provides breeding habitat for species of conservation concern (special status species) in Arizona, including the:\u00a0 <strong>Western Yellow-billed Cuckoo, Yellow Warbler,<\/strong> and <strong>Lucy\u2019s<\/strong> <strong>Warbler<\/strong>, all which occur in significant numbers within the IBA.\u00a0 Other species of conservation concern occur in low numbers, they include:\u00a0 <strong>Bald Eagle<\/strong> (winter), <strong>Ferruginous Hawk<\/strong> (winter), <strong>Golden Eagle<\/strong> (possible one breeding pair), <strong>Southwestern Willow Flycatcher<\/strong> (migration\/breeding?), <strong>Peregrine Falcon<\/strong> (migration), <strong>Red-naped Sapsucker<\/strong> (migration and winter), <strong>Crissal Thrasher<\/strong> (resident?), <strong>Sage Thrasher<\/strong> (winter-rarely), <strong>Black-throated Gray Warbler<\/strong> (breeding), and <strong>MacGillivray\u2019s Warbler<\/strong> (migration).\u00a0 This IBA is also significant in Arizona because of the breeding diversity of riparian obligate and riparian dependent species.\u00a0 These species breed and forage in migration along or near the two main riparian lined watercourses, the Verde River and Granite Creek, they include the aforementioned <strong>Yellow-billed Cuckoo<\/strong>, <strong>Yellow Warbler<\/strong>, and <strong>Lucy\u2019s Warbler<\/strong>, also <strong>Great Blue Heron<\/strong> (high #s breeding &amp; in migration),<strong> Green Heron, Summer Tanager<\/strong> (very high numbers breeding and in migration), <strong>Yellow-breasted Chat, Common Yellowthroat, Black Phoebe, Song Sparrow, <\/strong>and<strong> Blue Grosbeak.\u00a0 <\/strong><\/span><\/p>\n<div id=\"attachment_692\" style=\"width: 217px\" class=\"wp-caption alignleft\"><a href=\"http:\/\/aziba.org\/wp-content\/uploads\/2012\/01\/Yellow-breasted-Chat-by-shell-game_compressed.jpg\"><img aria-describedby=\"caption-attachment-692\" decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-692\" title=\"Yellow-breasted Chat by shell game\" src=\"http:\/\/aziba.org\/wp-content\/uploads\/2012\/01\/Yellow-breasted-Chat-by-shell-game_compressed-226x300.jpg\" alt=\"Yellow-breasted Chat by shell game\" width=\"217\" height=\"289\" \/><\/a><p id=\"caption-attachment-692\" class=\"wp-caption-text\">Yellow-breasted Chat<\/p><\/div>\n<p class=\"MsoNormal\"><span style=\"font-size: 10pt; font-family: 'Verdana','sans-serif';\">The Upper Verde Wildlife Area also contains Pinyon-Juniper vegetation, providing foraging habitat for <strong>Pinyon Jays<\/strong> (Audubon WatchList Yellow\/Declining) and <strong>Juniper Titmice<\/strong> (AZ PIF Priority), both special status species that have been recorded in fall and winter periods within the IBA.\u00a0 <strong>White-throated Swifts<\/strong> (Nation PIF WatchList) have been recorded foraging over Granite Creek in spring and Cinnamon Teal may nest along the Stillman Lake area of the Wildlife Area.\u00a0 <strong>Osprey<\/strong> have also been observed at Stillman Lake at different times of the year. <\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-size: 10pt; font-family: 'Verdana','sans-serif';\">Lastly, this IBA is particularly important as a wintering area for many Arizona breeding species of higher elevations.\u00a0 Many birds associated with riparian and other habitats of mountainous country immediately north of this IBA, find the Upper Verde Wildlife Area as the closest low elevation mesic-riparian area they encounter when they leave their breeding areas with the on-set of winter and reduced foraging opportunities.\u00a0 Hence, the Upper Verde WA attracts high numbers of <strong>American Robin<\/strong>, and regular occurrence of <strong>Mountain Chickadee, Cedar Waxwing, Red-naped Sapsucker, Townsend\u2019s Solitaire, Western Bluebird, Mountain Bluebird, Brown Creeper, and Dark-eyed Junco.\u00a0 <\/strong>Occasional short-distance migrants from the Colorado and Great Basin eco-regions have also been recorded within the IBA, they include the <strong>Sage Thrasher, Dark-eyed Junco<\/strong> (\u201cGray-headed\u201d), and <strong>Brewer\u2019s Sparrow<\/strong>.<\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-size: 10pt; font-family: 'Verdana','sans-serif';\">Grazing was once prominent within the Upper Verde Wildlife Area.\u00a0 Although illegal grazing continues to occur, the habitat has improved dramatically since the Arizona Game and Fish Department purchased the property in 1996.\u00a0 The habitat will continue to improve as grazing is eventually eliminated and restoration plans are enacted, enabling increased cover, foraging, and nesting opportunities for a variety of resident and migratory avian species.<\/span><\/p>\n<p class=\"MsoNormal\"><strong><span style=\"text-decoration: underline;\"><span style=\"font-size: 10pt; font-family: 'Verdana','sans-serif';\">Conservation Issues<\/span><\/span><\/strong><strong><span style=\"font-size: 10pt; font-family: 'Verdana','sans-serif';\">: <\/span><\/strong><span style=\"font-size: 10pt;
